Yes, it has been like this for all the other games.
Also, I believe in this board damdai did say he intended to add ranking to all games eventually, so KOF95 should be added one day, no need to be too anxious.

Yes please States for KOF 95 and another games....KOF 94  etc

How Street Fighter 3 have no states?

Could include another systeme games? for example Ultimate Mortal Kombat 3 and Killer Instinct 1&2???

If you want it so bad, you can very much add it yourself

It's not as complicated as it looks. It's easier if you have 2 computers at home, though (you won't need anybody else online to help you with testing).
